Can I drive in Israel using a foreign driver’s license?

Olim Chadashim, temporary residents, tourists and Toshavim Chozrim (returning residents who resided abroad for at least 1 year) may drive in Israel with a valid foreign driver’s license for one year following the date of entry into Israel.

Do I need to convert my license soon after I arrive in Israel?

Olim and temporary residents can wait to transfer their foreign driver’s licenses for up to three years after their date of entry to Israel. In the event that an Oleh does not convert a license within this time, the Oleh will need to take both the theory test (that Olim usually do not need to take) and the practical driving test (that everyone needs to take), but not the 28 lessons normally required of other Israelis.

Is it OK for me to obtain my foreign driver’s license, just before I come to Israel?

  • An Oleh will need to present a valid foreign driver’s license issued at least three months prior to entry into Israel.
  • A Toshav Chozer is entitled to transfer a foreign license to an Israeli one provided that the license was issued at least 6 months prior to the return to Israel, and on condition that the Toshav Chozer resided abroad for at least six consecutive months prior to the return to Israel.
  • If you license does not have the issue date written on it, you will need a letter from the licensing authorities in your state or province certifying that you held a valid driver’s license for at least three months before entering Israel.

Can a tourist obtain an Israeli driver’s license?

  • Tourists can apply to transfer a foreign driver’s license with a foreign passport, foreign driver’s license and a valid three month tourist visa.

Will I need to take a written exam?

New Olim who take the driving test within the first three years of arrival only need to take a practical test, not a written exam. However, if you have multiple entries and exits to Israel in the years preceding your Aliyah, Misrad Harishui reserves the right to request a written test, as well.

Do I need to have an Israeli license in order to buy a car?

If you plan to buy a car using your Oleh benefits, or if you want to release an imported car from Meches (Customs), you must first obtain a valid Israeli driver’s license.

Is the licensing process different for retirees?

Individuals over the age of 65 must renew their Israeli driver’s licenses every two years, whereas individuals under the age of 65 are only required to renew their licenses every ten years.

What happens if I fail the exam?

If you fail the test the first time, you can take it a second time without any penalty. However, if you fail the test twice, you are required to take a theoretical examination and a longer practical examination.

When I travel outside of Israeli, do I need to obtain an international driver’s license?

If you obtain an Israeli driver’s license, you can use it as a valid license when traveling overseas. In the U.S., it is valid for a visit of up to 12 months. In other countries, the time limitation varies. For details, click here.
