Civil engineers in Israel are qualified to carry out design work and supervision work in the construction and maintenance of bridges, roads, and buildings. Civil engineering takes place on all levels: in the public sector from municipal to military levels and in the private sector from residential to commercial and industrial.

In order to be recognized as an engineer or architect in Israel, you must apply to the Director of Licensing and Registration of Engineers and Architects. Once your academic qualifications are approved, you can be registered according to the specialties recognized in Israel. In order to register, you are required to hold an engineering or architectural degree granted by an institution of higher education recognized as such by the official body for recognizing institutions of higher education in engineering and architecture in your own country. Recognition applies both to the type of degree held and the standing of the institution from which it was obtained. When applying, you must have a notarized copy of your diploma, a completed questionnaire obtained from the office of the Director of Licensing and Registration of Engineers and Architects in Israel, registration fee, Teudat Oleh or Teudat Zehut. It is advised to bring a complete transcript of courses taken toward your degree, as the registrar may require additional information.
Additional evaluation procedures may be implemented if you have a diploma in a specialty not recognized in Israel. In this case, you can apply to the registrar from abroad in order to clarify your status. Remember to submit all the relevant information. Some Olim get a full exemption, while others are required to take supplementary coursework and exams. Once you have ascertained your status, you may then apply for registration from overseas. All documents must be notarized. The application can be done at the Israeli consulate in your area.
In addition to registration, civil engineers are required to obtain a license from the Unit for Licensing and Registration of Engineers and Architects. To qualify for a license, you must have worked in your field for at least three consecutive years after completing your studies and can provide proof of such employment. If you worked in your field abroad for a period of less than three years, you must complete the remainder in Israel. Your experience outside of Israel will be counted, provided you submit an application within one year of your Aliyah.
It is necessary to have one years’ work experience in Israel before being granted a license. Having a license entitles you to sign plans independently. In order to obtain a license one must submit an application form, and a notarized, translated (Hebrew or English) copy of all relevant diplomas.

The Association of Engineers, Architects and Graduates of the Technological Sciences in Israel (Lishkat HaMehandesim, Adrichalim VeAcadamaim Ba Miktso’ot HaTechnologi’im Be Yisrael) deals with the technical and technological aspects of policy issues and problems of a professional and industrial nature.

The Israel Engineers Association for Construction and Infrastructure is an independent society in the Federation of Engineers and Architects in Israel.
