All cities and towns in Israel charge Arnona (property tax). Tenants are obligated to make these payments which are calculated based on the size of your residence. Olim and Ezrachim Olim are granted a discount on Arnona (for up to 100m2) during one 12 month period within the first two years of your Aliyah. The rate of the discount is determined by the local municipality and may vary from city to city, though customarily the discount is 70-90% for up to 100m2.  A city’s municipal website will list discount availabilities for Olim as well as further discounts available (often based on income).

Olim who are entitled to this benefit are encouraged to activate it sooner rather than later as the benefit is not retroactive and must be completed by the end of the second year after Aliyah.

Please note: Ktinim Chozrim are not eligible for the Arnona discount.

Certain cities have a policy that if you neglect to pay your Arnona bill for a given year, they will cancel your eligibility for the discount.

When moving into a new home, you will need to transfer the Arnona bill to your name so that you do not pay for the previous tenant’s debts. In order to transfer the bill, visit your municipality with the following documents:

  1. Contract (lease or ownership)
  2. Most recent Arnona bill (in order to identify your property)
  3. Teudat Zehut
  4. Teudat Oleh/Teudat Zakaut
  5. Bank account information

You should then transfer the bill to your name and decide how you would like to pay (cash, credit card, or hora’at keva – standing bank order):

  • If you are sharing an apartment, the benefit will be given proportionally for your part of the apartment.
  • If you are married to a veteran Oleh, check your eligibility with your local municipality.
