Na’ale and Aliyah

What is Na’ale?

The Elite Academy (Na’ale) is a joint endeavor of the State of Israel and The Jewish Agency for Israel, offering students three years of highly subsidized high school studies in Israel (grades 10-12), including room and board. Graduates of the Na’ale program are offered a specialized incentive package from Misrad Haklita upon their Aliyah.

An individual is entitled to Aliyah benefits as a Na’ale graduate if they meet the following criteria:

  • Participated in the Na’ale program for at least two years of study.
  • Completed the program and is able to present proof of completion of the program.
  • Graduates must issue a Teudat Oleh from Misrad Haklita.

Please note:

  • If the student’s parents make Aliyah prior to the student reaching their 17th birthday, the student will be considered a “Ben Olim” and will be added to their parents’ Teudat Oleh.
  • Once the student reaches 17 years of age, there is no longer an issue of “Ben Olim.” Even if the student’s parents make Aliyah within the same 12-month period, their benefits will not be affected and they will receive their own Teudat Oleh.
  • Graduates of Na’ale must change their status to Oleh when they turn 18. The years in the program will NOT be counted as previous stays in Israel with regards to Aliyah benefits given by the Ministry of Aliyah and Integration.
  • Na’ale students who are under 18 and in Israel on an A2 visa MUST go to Misrad Hapnim to make Aliyah and change their status to Oleh if one of their parents makes Aliyah while they are on the program.

Financial Incentives for Na’ale Graduates

Start-Up Grant:

  • The first installment of this grant is allocated shortly before the completion of 12th grade, when the student issues their Teudat Oleh. The sum of the first installment is 1,856 NIS.
  • The second installment is allocated upon completion of their studies and provided that the student presents a letter confirming they have finished the program. The sum of the second installment is 3,785 NIS.
  • The supplementary payment is allocated upon the completion of military or national service. The sum of the supplementary payment is 1,817 NIS. If the candidate defers their service, this payment is allocated one year after they issue their Teudat Oleh.
  • The total amount of this start-up grant is 7,458 NIS.

Rent Subsidy:

  • 400 NIS/month, allocated once the student completes their studies.
  • Only until the graduate turns 18.

Higher Education:

  • Na’ale graduates are entitled to two years of funding from Minhal Hastudentim (the Student Authority).
  • In order to qualify for the higher education benefit, Na’ale graduates must make Aliyah within 12 months of their completion of the Na’ale program. (If the graduate is not 18 by the time of graduation, the 12 months will start from his 18th birthday).

Additional Benefits:

Na’ale graduates who meet the above criteria are granted all other Oleh benefits: Hebrew Ulpan, free one-way ticket, tax reductions, customs benefits, etc. The main difference in benefits is that Na’ale graduates do not receive the standard Sal Klita and they are only entitled to two years of tuition assistance from Minhal Hastudentim.
