Registering a Childcare Provider or Housekeeper
Employees engaged in housekeeping duties, such as childcare or cleaning, must be registered with Bituach Leumi (National Insurance Institute). This registration ensures that they receive health insurance and Bituach Leumi contributions from their employer, to which they are entitled, even if they are not Israeli residents.
If you’re hiring a non-citizen, ensure they have legal permission to work in Israel. Most foreign care workers do not meet these criteria and cannot be employed legally in your home unless arranged through Bituach Leumi and an agency. Failure to comply may result in fines of up to 10,000 NIS per employee, and the employer may be required to repay any financial allowances that the employee received from Bituach Leumi.
How Do I Register?
To register an employee, submit the necessary paperwork to your local Bituach Leumi branch within two weeks of their start date. This can be done either by completing the attached form and sending it to your local Bituach Leumi branch or online through the Bituach Leumi website (www.btl.gov.il). Bituach Leumi will then open a file in the employer’s name, allowing for legal employment. If you change housekeepers, you should inform Bituach Leumi.
