Applying for Assistance from the Student Authority

Please note the Student Authority’s deadlines for providing assistance.

For NEW students the deadlines to request assistance each year are as follows:

  • First Semester: November 10
  • Second Semester: June 15
  • Summer Semester: August 15

For CONTINUING students the deadlines to request assistance each year are as follows:

  • First Semester: October 1
  • Second Semester: June 15
  • Summer Semester: August 15

Note: All of the programs that are offered in English are semi-private and therefore are not fully covered by the Student Authority (as with the Israeli programs). Tuition ranges from $6,000 – $25,000, depending on the program. If the program is recognized by the Student Authority, they will pay the equivalent of Israeli tuition (approx. $3,000 a year).

To apply for assistance from the Students Authority, you need to provide the following documents:

If you are already in Israel: 

  1. Teudat Oleh and Teudat Zehut
  2. Original high school diploma & transcripts OR original degree & university transcripts (students who have not completed a degree need to present their high school diploma)
  3. Certificates or permits from any additional studies (such as ulpan or mechina)
  4. Record of army or national service, or exemption certificate
  5. Passport photograph
  6. Proof of Israeli bank account (a checkbook or a letter from the bank)
  7. Letter of acceptance to an institution in Israel
  8. Copy of standing order to the institution, signed by the bank (for students studying at universities)
  9. Students who took a break of 3 years or over between their last studies and their current studies are required to provide an Official Declaration that they do not already have the same degree.
    This ‘Hatzharah’ (official declaration) can be done for a minimal fee at the local courts
    An appointment is not needed rather one can just show up at the court during office hours. See link for locations and hours: (  You can also get the ‘Hatzarah’ from a lawyer but it is much more expensive.

The student must get a password from his/her local Misrad Haklita. The application must be submitted online, as there is no longer an in-person option. After the file is uploaded, the student needs to go into the office in person to present the above documentation.  Click here for the online application page.

If you are currently abroad:
Students applying to the pre-Aliyah desk from abroad need to fill out the application form (found here) and add copies of the documentation of previous studies. The originals will be requested once you are in Israel. You will need to present all other documents that are required, after you arrive in Israel at the regional office nearest to your institution of further study:
