Overview

The Procurement and Grants Officer will provide support services, procurement, and grant engagement, ensuring efficient delivery of services to the client while maintaining a high level of compliance with UNOPS procedures.

Under the direct supervision of the Support Services Officer, the individual will be responsible for the following:

Finance

  • Provide assistance to the Support Services Officer on budget creation, management and cashflow review.

  • Act as the custodian of Operational Advances and Petty cash (if required) for disbursement of funds under the supervision of the Support Services Officer or otherwise prepare requests for OA/ PC for other personnel.

  • Assist in planning and input to the cash flow and expenditure on a monthly and weekly basis

  • Assist in ensuring data is captured and monitored in accordance with UNOPS/UN Financial Rules and Regulations and current tracking systems.

  • Carry out payment requests in accordance with relevant SoP’s and Financial rules and Regulations, particularly payments to higher value contractors or grantees

  • Provide advice to other support team members on payment processing as required

Procurement and Grant Engagement

  • Responsible for procurement of goods, services and works as per the UNOPS standards, provide advice to other staff to ensure efficient delivery of services to the client whilst maintaining high level of compliance with the UNOPS procedures. Specific tasks may include:

  • Responsible for grant engagement support to the team, as relates to solicitation and compliance with UNOPS procedures

  • Implement the different steps of the procurement or grant engagement processes as required in projects, draft Terms of Reference/Statement of Works, drafting and managing the advertisement of solicitations where required; coordinate the evaluation process, and assist or manage submissions of awards to relevant Authorities.

  • Prepare and review request for awards for approval of the appropriate Procurement Authority, including note to file for small procurements (Shopping Note to File)

  • Assist in preparation of Procurement or Grants plan and keep this updated on a monthly basis.

  • Support grants and contracts management processes, including reviewing C3s, reviewing financial milestone reports, and managing payment breakdowns for those larger IP engagements.

Logistics

  • Responsible for the storage, accounting and maintenance of equipment and material in the Jerusalem or West Bank offices to support the Programme’s operations. In addition the individual is also responsible for the control and maintenance of facilities controlled or used by the Programme

  • Update the Logistics Officer of any movement or entry of new assets to ensure they are added to the register.

  • Maintain a register for non-expendable items for the Jerusalem and West Bank office.

  • Provide support and liaison with logistics staff in receiving goods in Israel, Jerusalem and the West Bank.

General and Programme Support

  • Knowledge sharing with the team and day to day supervision of all staff under responsibility and the team he/she provides support to.

  • Support in monitoring and evaluation.

  • Assist in the supervision and capacity building of the national staff under supervision and ensure that the staff are knowledgeable and comply with the UNOPS rules and regulations.

  • Assist in coordination of external visits and Programme briefings.

Education Requirements

  • Advanced University Degree (Master’s Degree or equivalent) with 1 year of relevant experience is required; or

  • First level University Degree (Bachelor’s Degree or equivalent) with 3 years of relevant experience is required.

Experience Requirements

Relevant experience is defined as experience in Support Services, Procurement or Grant Management.

Desired- Experience in UN administrative procedures is desired. 

Language Requirements

Fluent English – required

Fluent Hebrew – desirable

Fluent Arabic – desirable
