If you have children, ages 17 to 21 (until their 21st birthday), who make Aliyah within 12 months of your own Aliyah (either before or after), they will be considered “Ben Olim.” This means that they will be listed on your family’s Teudat Oleh (Oleh booklet) and they will have limited Oleh benefits.

Therefore, if you have one or more unmarried children, who will be between the ages of 17 and 21 at the time of your Aliyah, we encourage you to keep a one-year gap between your date of Aliyah and theirs in order to preserve your child’s Oleh benefits. We suggest you consider having your child come to Israel for the year on a student visa, and then once the year has passed they can choose to change their status.

Note: If an Ezrach Oleh (an Israeli citizen born abroad to at least one parent who held Israeli citizenship at the time of their birth, either born in Israel or made Aliyah prior to the time of their birth), between the age of 17-21, is studying in a recognized institute in Israel, and does not overstay the approved amount of time (up to three years), then their parents’ Aliyah does not trigger their Aliyah. Their Aliyah date is the day of Issuing a Teudat Zehut in Israel.  If an Ezrach Oleh gets their Teudat Zehut issued in Israel within a year of their parents’ Aliyah, then they will be added to the their parents’ benefits and Teudat Oleh.

Ben Olim will not receive the following benefits :
  • No housing benefits: No Oleh mortgage, municipal tax (Arnona) discount, or rent subsidy.
  • Sal Klita: Instead of the Ben Olim receiving the full Sal Klita as an individual, the family will receive 7,233 NIS if the Ben Olim is 17 years old and 9,589 NIS if the Ben Olim is between the ages of 18 and 21.
Ben Olim will be entitled to receive the following benefits:
  • Customs benefits: Adult children aged 18 to 21 who make Aliyah from the age of 18 together with their parents will be entitled to full customs benefits (tax reduction when purchasing a car, and the ability to send three tax-free shipments to Israel) regardless of their parents’ Aliyah.
  • Free tuition for higher education
  • Six months of free health insurance – can be extended for up to 12 months if the individual is unemployed
  • Free one-way ticket to Israel
  • Hebrew Ulpan
  • Income tax reduction

If your child keeps the recommended one-year gap, they will receive their own Teudat Oleh booklet, and will be eligible for all of the Oleh benefits granted to an adult who makes Aliyah as a single. As mentioned above, for Ktinim Chozrim, please consult with your pre-Aliyah advisor or with your Shaliach at the Jewish Agency regarding their Aliyah status.
