Sal Klita is financial assistance, intended to help Olim with their initial period of adjustment in Israel. The assistance is meant to offer rental assistance for the first twelve months and offer living allowance during the ulpan study period (6 months). The assistance is given as a grant and continues to be paid in eight monthly installments as long as the Oleh does not leave the country.
A person who arrives in Israel with any other visa and subsequently changes his status to Oleh after a net stay of no greater than 18 months in the 3 years prior to date of Aliyah.
Absorption Centers
A person taking part in special joint projects of the Jewish Agency and Misrad Haklita are eligible for Sal Klita while they are living in Absorption Centers as participants of these projects.
Those already registered to absorption centers may reside in absorption centers for 6 months and receive sal klita. Registration to an absorption center in the future may be affected by space availability.
Receipt of Sal Klita
The first Sal Klita payment is made to Olim at the airport in order to ease their initial period of absorption. This payment is made part in cash and part by a bank payment, which necessitates opening a bank account.Olim who change their status in Israel will receive their first payment from their nearest Misrad Haklita office directly to their bank account.
Further payments will be made directly to the Oleh’s bank account in 8 consecutive monthly payments.
Rental assistance may be claimed from the 13th month of Aliyah. This subsidy will be automatically deposited into your bank account (as long as your bank details are on file with Misrad Haklita). If you have purchased a home, you may arrange receipt of this benefit through your mortgage bank (so the amount of the subsidy will be deducted from your monthly payments).
A person who made Aliyah from 1/12/2002 and who is eligible for Sal Klita, but has not begun to receive it, should contact the local office of Misrad Haklita.
Note:
In order for Sal Klita to be deposited, the Oleh should open a regular bank account in a convenient commercial bank. Details of the account should be given to Misrad Haklita. It is recommended to do this as quickly as possible, in the first few days after arriving in Israel. A joint bank account must be opened with both parties present.
It is not recommended to change the account during the initial period in the country. If it is necessary for account details to be changed, Misrad Haklita should be informed immediately.
Income Support (Havtachat Hachnassa) In the period between the end of Sal Klita and joining the work force, the Oleh will be eligible to receive Income Support. Misrad Haklita pays Income Support from the end of the 6th month until the end of the first year to Olim who are: registered at Lishkat Hata’asuka (Employment Bureau), looking for work, learning in a licensing, retraining or professional course, not able to work for health reasons, immediately prior to pension and other reasons.
Customs
Olim will continue to receive the same benefits from Customs as in the past.
Extending Benefits
Recipients of Sal Klita cannot extend this benefit.
If an Oleh leaves the country during the period of Sal Klita, the benefit will stop automatically. If the Oleh returns to Israel within the first year of his Aliyah, he should contact Misrad Haklita where a decision will be made regarding his eligibility to the remainder of the assistance.
Special Cases
A family of Olim will receive Sal Klita as “family + children”
A family comprised of: a person who had oleh benefits in the past who is married to an Olah/Oleh with children, will receive assistance as a single person/single person plus children.
Split Aliyah: Example – a person with children making Aliyah before their spouse, will receive assistance as a single parent/family with children. A person with children making aliyah while their spouse lives in Israel as a tourist or temporary resident or citizen of Israel, will receive assistance as a single with children.
A person who arrived in the country as an A1 prior to 1/1/1992 and stayed for less than a year during which time he did not use benefits from Misrad Haklita, will be recognised as an Oleh Chadash from the day of his return and will be eligible for Sal Klita. In this case, he will not receive assistance at the airport but may report to Misrad Haklita directly. However, it is more efficient to arrange this assistance via the Shaliach and the Aliyah desk prior to his aliyah.
An Olah/Oleh married to an Oleh/Olah not eligible for sal klita, will be eligible for Sal Klita as a single person.
The Elderly
Elderly Olim, who are entitled to receive both Sal Klita and a special pension (with or without the additional sum), will be eligible to receive both payments at the same time. In order to receive pension payments, one must apply to the National Insurance Institute (Bituach Leumi). Sal klita payments are received as per all Olim.Please note that Bituach Leumi does not make retroactive payments. The Oleh should make a claim immediately upon making Aliyah.
