Mishpachat Olim

A Mishpachat Olim is a family where one spouse is an Oleh Chadash/Katin Chozer/Ezrach Oleh and the other spouse is an Israeli citizen who is considered to be a Returning Resident (having lived outside of Israel for two years or more).  The family must have had at least one child born abroad. The child must be born abroad before the eligible parent receives his/her Oleh status.

Overview of Benefits:

In general, a Mishpachat Olim is entitled to all family Oleh benefits (customs, housing etc.). The Oleh Chadash spouse will be entitled to all individual Oleh benefits. The Returning Resident  will not be entitled to individual benefits as an Oleh Chadash.

Notes on Specific Benefits:

Customs benefits: If the Israeli spouse is approved as a Toshav Chozer and has already used customs benefits in the past, they should consult with their Aliyah Shaliach or the Customs Authority in order to clarify what they are entitled to upon their return to Israel.

Free Ticket to Israel:  If the Israeli spouse is approved as a toshav chozer, he/she will be granted a free one-way ticket.  If the family has any children who were born in Israel, those children will not be eligible for a free ticket.

Sal Klita: If the Israeli spouse is approved as a toshav chozer, then sal klita will be granted as it would to a regular Oleh family. Note that the first payment given at Ben Gurion Airport will be the amount given to a single, plus a stipend for each child; after the family has met with Misrad Haklita, they will receive the payments as a family.  Sal klita payments are only granted for children born outside of Israel.  This benefit is subject to eligibility based on the amount of time the family has spent in Israel in the seven years prior to Aliyah.

Health Insurance: A Returning Resident may have a waiting period before they are eligible to enroll for health coverage through Bituach Leumi (the National Insurance Institute). The Oleh and minor children will be eligible to receive health coverage upon returning to Israel.  Please note that the children's coverage will go into effect following their registration at Bituach Leumi (by their Israeli parent).  For more details on the waiting period for Returning Residents, please visit http://www.nbn.org.il/rights/returning_residents.htm.

The family's Teudat Oleh/Teudat Zakaut will be issued in the Oleh’s name and will include the children. The Returning Resident will be added to the Teudat Oleh once the family visits the local branch of Misrad Haklita.
