An employee who works in housekeeping (caring for your child, cleaning your home or your stairway, etc.) must be registered as doing so with the National Insurance Institute (Bituach Leumi), and is entitled to be paid health insurance and his/her Bituach Leumi payments, even if he/she is not an Israeli resident. If you are employing a non-citizen, please bear in mind that they must be legally permitted to work in Israel. If you employ someone illegally, you risk being fined up to 10,000 NIS per employee. An employer who does not inform the National Insurance Institute and does not pat these payments may be obligated to repay any financial allowances that the employee has received from Bituach Leumi.
How to Register?
The employer must register the employee with Bituach Leumi within two weeks from the date they begin working. You may do so by completing the attached form and sending it to your local branch of Bituach Leumi. You may also do this online through the Bituach Leumi website (www.btl.gov.il). They will then open a file in the employer's name, effectively enabling you to employ someone in your home. In the event that you switch housekeepers, there is no need to inform Bituach Leumi.
