| Visits in Israel before making Aliyah |
If an Ezrach Oleh has never held a Teudat Zehut booklet, he/she will be held to the same guidelines as those of an Oleh Chadash:
For example, Sal Klita is granted only for those who spent less than 18 months (consecutive or cumulative) during the last 3 years prior to making Aliyah and no longer than 3 years during the last 7 years prior to making Aliyah .

Exceptions:
Custom Rights: Visits to Israel will be counted from the time of issuance of a first Israeli passport / Teudat Zehut number / ID booklet. From that moment the candidate may only visit Israel up to 4 months per year or 1 year on an “authorized study program” without jeopardizing his custom benefits.
Once an Ezrach Oleh has been issued a Teudat Zehut booklet, Aliyah becomes official. All absorption and custom rights will start running from the date on which the Teudat Zehut was issued.
Exceptions:
- Serving in the IDF is not considered a permanent return to Israel provided that the candidate does not stay over 4 months before and after the Army service.

Issuing a Teudat Zehut booklet will not affect any Aliyah rights.
Any visit over 4 months in a year (calendar or yearly) will affect the candidate's rights and will be considered a permanent return to Israel.
Exceptions:
- A Katin Chozer is permitted to spend up to 1 year on an “authorized study program” – recognized by Misrad Haklita such as University, Yeshiva, Masa etc. Note: Remaining in Israeli for 4 months immediately after studying in Israel on a recognized program could jeopardize the rights of a Katin Chozer.
- Serving in the IDF is not considered a permanent return to Israel (assuming a Teudat Zakaut has not been issued) provided that the candidate does not stay in Israel over 4 months before and after the Army service.
* Note: When a Katin Chozer exceeds the 4 month period, the date in which the Teudat Zehut is issued might be different from the date of official announcement of status (“Kabalat Maamad”) as determined by Misrad Haklita. |
