Who is a Katin Chozer (Returning Minor)?  

An Israeli citizen who left Israel before the age of 14 with at least one parent. (In the case of divorce, the applicant will need to provide proof that he/she left the country legally with one of the parents).

An American Citizen/Israeli citizen who made Aliyah with his/her parents as a minor and left Israel before the age of 14 with at least one parent.

An American Citizen who lived in Israel as a minor on a temporary resident visa and left with both parents before turning 14. In this case, the applicant will receive the status of a Katin Chozer by Misrad Haklita, but will be defined as an Oleh by the Ministry of Interior. He will travel with his/her foreign passport and will need an Aliyah visa.

Terms and conditions:

Must have spent at least four consecutive years abroad with at least one parent and returns to Israel after the age of 17.

If the Katin Chozer’s parents were employed by an Israeli employer such as JNF, Jewish Agency, Ministry of Foreign affairs or other private Israeli companies over the past 5 years, then the applicant will not be recognized as a Katin Chozer. Please check directly with your Shaliach Aliyah.

 

 Who is an Ezrach Oleh?

An Israeli citizen born abroad to at least one parent who held transferable Israeli Citizenship at the time of his or her birth.

Parents of Ezrachim Olim are requested to refer to their local Israeli consulate abroad upon their child's birth in order to report the birth to the Israeli government.

Ezrachim Olim are required to hold a valid Israel passport when traveling to Israel.

Must have spent at least four consecutive years abroad with at least one parent and returns to Israel after the age of 17.

Please note that these rules are general and subject to change.  Make sure to check with your local Shaliach or with the local branch of Misrad Haklita before your Aliyah to verify that this information is current.

Visits in Israel before making Aliyah

If an Ezrach Oleh has never held a Teudat Zehut booklet, he/she will be held to the same guidelines as those of an Oleh Chadash:

For example, Sal Klita is granted only for those who spent less than 18 months (consecutive or cumulative) during the last 3 years prior to making Aliyah and no longer than 3 years during the last 7 years  prior to making Aliyah .

Exceptions:

Custom Rights: Visits to Israel will be counted from the time of issuance of a first Israeli passport / Teudat Zehut number / ID booklet. From that moment the candidate may only visit Israel up to 4 months per year or 1 year on an “authorized study program” without jeopardizing his custom benefits.  

 

Once an Ezrach Oleh has been issued a Teudat Zehut booklet, Aliyah becomes official. All absorption and custom rights will start running from the date on which the Teudat Zehut was issued.

Exceptions:

  • Serving in the IDF is not considered a permanent return to Israel provided that the candidate does not stay over 4 months before and after the Army service.
Issuing a Teudat Zehut booklet will not affect any Aliyah rights.

Any visit over 4 months in a year (calendar or yearly) will affect the candidate's rights and will be considered a permanent return to Israel.

Exceptions:

  • A Katin Chozer is permitted to spend up to 1 year on an “authorized study program” – recognized by Misrad Haklita such as University, Yeshiva, Masa etc. Note: Remaining in Israeli for 4 months immediately after studying in Israel on a recognized program could jeopardize the rights of a Katin Chozer.  

 

  • Serving in the IDF is not considered a permanent return to Israel (assuming a  Teudat Zakaut has not been issued) provided that the candidate does not stay in Israel over 4 months before and after the Army service.

 

* Note: When a Katin Chozer exceeds the 4 month period, the date in which the Teudat Zehut is issued might be different from the date of official announcement of status (“Kabalat Maamad”) as determined by Misrad Haklita.

Health Insurance

  • Not entitled to free health insurance by Bituach Leumi.
  • Not subject to Section 58 of Bituach Leumi.
  • If Teudat Zehut number was issued prior to Aliyah then permitted to sign up for health insurance at the post office.
  • If Teudat Zehut number was issued upon birth or several years prior to Aliyah, will need sign up through Bituach Leumi.  The candidate must fill out residency forms and sign a health request form. The candidate will have to present an updated Teudat Zehut and Teudat Zakaut. Acceptance to health fund might take up to 3 weeks.

Signing up for Kupat Cholim is done at local branch of Bituach Leumi. The candidate must fill out residency forms and sign a health request form. The candidate will have to present an updated Teudat Zehut and Teudat Zakaut. Acceptance to health fund might take up to 3 weeks.

Rights that apply to Olim as well as to  KC and EO

Sal Klita, free flight, Ulpan, rent subsidy, free higher education, customs (free lift and car tax break – only after visiting customs office).

 Purchase Tax reduction

Eligibility for purchase tax reduction is not granted automatically and will be determined by the purchase tax office on a case by case basis.
Rules are:

  • Must make Aliyah after 18 years old
  • If candidate was never issued a Teudat Zehut number, will be eligible for the purchase tax reduction as an Oleh Chadash. 
  • If candidate does have a Teudat Zehut number, he/she must prove residency abroad for at least 10 years (with no visits over 45 days) in order to be eligible.

Eligibility for purchase tax reduction is not granted automatically and will be determined by the purchase tax office on a case by case basis.

Only eligible if left Israel before 18 years old and returns after 10 consecutive years abroad (no visits over 45 days per year).

Income tax reduction

Not eligible for income tax reduction. Option to appeal at the income tax department.

If abroad for more than five consecutive years, entitled to receive tax benefits as an Oleh Chadash.

Municipality taxes- Arnona

Not entitled

IDF

If has a TZ number :

Can spend up to one year in Israel on a recognized program or up to 120 days and then leave the country without being drafted into the army.

If length of time spent in Israel exceeded allowed time, then the length of service will be determined according to the date of entrance to Israel and not according to the official announcement of status (Hakarat Maamad).

Every Israeli citizen living abroad should report to the Israeli consulate at the age of 16 and arrange army status before visiting Israel.
